PUBLIC HEARING(S) AND ACTION

• PUBLIC HEARING I (AND ACTION): The purpose of the Public Hearing is to receive citizens' comments on a proposed Text Amendment 26-00294 - Proposal to add Shopping Center less than 40,000 sq ft enclosed floor area as a by-right use in the Community Business zoning district.
• PUBLIC HEARING II (AND ACTION): The purpose of the Public Hearing it to receive citizens' comments on a Request (26-00293) to Rezone PID 249DI001 from Commercial Recreation to Community Business Zoning District.
• PUBLIC HEARING III (AND ACTION): The purpose of the Public Hearing is to receive citizens' comments on a Proposed Text Amendment to Remove Swimming Pools from Section 7.2 and Accessory Structure Definition

PRESENTATIONS, PROCLAMATIONS AND RECOGNITIONS

• Council will hear two presentations – one from the ABC Board and one from staff on the Proposed FY 2026-2027 Budget.

I. CONSENT AGENDA

1. Approval of Minutes (April 14, 2026 - Public Hearings & Regular Meeting, April 16, 2026 - Special Meeting - Budget Workshop, and April 21, 2026 - Special Meeting - Budget Workshop)
2. Consideration of Adding Stop Signs on Barbee Boulevard at Live Oak Drive: This recommendation came from the Blue Ribbon Summit for Pedestrian and Traffic Safety.
3. Consideration of Proposed Amendments to Sec. 8-195. Procedure for Enforcement (Minimum Housing): The recommended changes come from the Town Attorney and will remove unnecessary steps in the process to align it more closely with State law.
4. Approval of Resolution Petitioning the North Carolina Department of Transportation to Reduce the Speed Limit on East Oak Island Drive to 35 mph to SE 19th Street and to Continue to Prohibit LSV Use on that portion of East Oak Island Drive: During the April 14 meeting, Council approved a motion to ask NCDOT to reduce the speed limit on East Oak Island Drive between SE 19^th and the current speed limit change location (near SE 38^th Street) from 45 mph to 35 mph but not allow LSV use on that portion of East Oak Island Drive.           
5. Consideration of an Agreement for Drafting a Stormwater Master Plan: Council will consider a proposal for creating a stormwater master plan for the Town to address stormwater problems.

II. COMMITTEE APPOINTMENTS

• Council will consider applications for two seats on the Recreation Advisory Board (one unexpired term ending March 2028 and one term ending March 2029) and for the Planning Board (one unexpired term ending August 2026)

III.  ADMINISTRATIVE REPORTS:

IV.  OLD BUSINESS

1. Consideration of Sponsorship/Naming Policy: Council previously reviewed a draft policy and asked for revisions, which have been incorporated.
2. Consideration of Adopting the Economic Development Strategic Plan: The proposed Plan was presented to Council during the March 17 Regular meeting, and Council is asked to adopt the Plan.
3. Consideration of Revisions to the Boards and Committees Handbook: Proposed revisions were discussed during the April 16 meeting, and additional changes have been incorporated, though there are some remaining items that need a decision from Council.

V.  NEW BUSINESS

1. Consideration of Development Finance Initiative (DFI) Pre-Development Analysis Service
2. Consideration of Adoption of the 2026 Oak Island Bicycle Plan: The Plan is included in the agenda packet, and Council may consider adopting it. 
3. Consideration of Memorandum of Understanding with Oak Island Water Rescue: The Town’s Fire Department and Oak Island Water Rescue have worked together on a phased plan for consolidation.   
4. Consideration of Amendment to Rules of Procedure: There is a request from a Council member to amend the Rules of Procedure for “calling the question.”
5. Consideration of Extending the Paid Parking Season through the End of October: This item was placed on the agenda by a Council member. Currently, the paid parking season ends September 30.

VI.  CLOSED SESSION to Consult with the Town Attorney to Preserve the Attorney/Client Privilege and to Discuss Specific Personnel Pursuant to N.C.G.S. 143-318.11(a)(3) and (6).
