PUBLIC HEARING(S) AND ACTION

Consideration of Amendment to the Town's Code of Ordinance Sec. 8-197. - Right of appeal: The purpose of the Public Hearing is to receive citizens' comments on a proposed Amendment to the Town's Code of Ordinance Sec. 8-197. - Right of appeal. The proposed Amendment would establish Town Council as the Housing Appeals Board.

CONSENT AGENDA

  1. Approval of Minutes (July 6, 2026 Special Meeting; July 7, 2026 Special Meeting; July 14, 2026 Public Hearing & Regular Meeting; July 20, 2026 Special Meeting; and July 23, 2026 Special Meeting
  2. Consideration of Amendment to Sec. 28-11 and Sec. 28-14 of the Code of Ordinances: The proposed ordinance amendments are a follow up to the request to NCDOT to reduce the speed limit on E. Oak Island Drive from 45 mph to 35 mph at NE 19th instead of near NE 37th; the proposed amendments would also prohibit LSV use on East Oak Island Drive between 19th and 37th.
  3. Consideration of Amendment to Sec. 28-11 and Se. 28-14 of the Code of Ordinances I.3 Proposed Text Amendment to Section 14-93 - Unlawful Actions of the Town of Oak Island Code of Ordinances: The proposed amendments would add health and safety standards for junk vehicles such that if a vehicle were to be found in violation of one of the proposed health and safety standards, the junk vehicle could be removed from the private property as part of Town abatement procedures.
  4. Adoption of a Resolution Supporting Adding Crosswalks on East Oak Island Drive and Fish Factory Road: The Town is working with NCDOT to add crosswalks across East Oak Island Drive at NE / SE 31st (at the Rec Center) and NE / SE 40th Street, and across Fish Factory Road near the intersection with Vanessa Drive; staff recommends including a Resolution of support with the grant application.
  5. Consideration of Construction Renovation Agreements for the Community Center and Recreation Center: The planned work will address safety and accessibility issues at these two facilities.

COMMITTEE APPOINTMENTS

Council will consider applications for the Environmental Advisory Committee (one unexpired term ending June 2027 and one term expiring June 2029) and the Planning Board (three terms expiring August 2029, one Alternate term expiring August 2028, and one Alternate term expiring August 2029.

  1. Consideration of a Request for Business License - High Tide Powersports (26-00058): The Town’s ordinance requires a business license be approved by Town Council for this kind of business, and Council will hear from an applicant.  
  2. APPEAL 26-01290 (QUASI-JUDICIAL HEARING) Appeal of Minimum Housing Hearing Determination: Council may hear an appeal of a Minimum Housing Determination; this is a quasi-judicial process.
  3. Consideration of Approval for an Ordinance Ordering Further Proceedings Under The Purpose of the Town of Oak Island Minimum Housing Code and G.S. § 160D Article 12: The final order is needed to close out this Minimum Housing case.
  4. Consideration of Facade Improvement Grant Program Policy Updates: Staff is proposing amendments aimed improving transparency, consistency, and administration of the program.

to Consult with the Town Attorney to Preserve the Attorney/Client Privilege pursuant to N.C.G.S. 143.318-11(a)(3).
